hard to tell, could be welded, might just be corroded, could be soldered, Some solder compounds are very strong, like silver solder.
You might try heating the nut with a small blow torch, then using a pair of vise-grips on it.

You do realise that one of the mounts has a reverse thread?
Are you trying to tighten it?

No take it off but the things jammed on real good. My current working theory is it was a concerned mother trying to prevent her baby boy from removing his mirrors. Any other guesses?

I’m trying to take off the side mirror “stands” maybe mount was the wrong word. Isn’t there usually a nut or something to twist right here? Whatever it was seems to be fused together.

Judging from all the pitting, I'd say the nut is rusted to the stem and stem to perch. Water always gets in the gap and wicks down. I removed a lot of rusted mirrors in the past. Get the switch housing out of way so you can get a good bite with big channel lock pliers. If it's the left mirror, it's got normal threads. The nut sticks better to the steel stem than the stem to the aluminum perch. I always grease the nut to keep water from getting in.
