Possible Stator, Starter, Starter Relay Issue

So I have a 2014 Bolt with about 15K miles on it now. Fuelpak. Kuryakyn Hypercharger, V&H Pipes, no baffles. For the past few weeks it would randomly sputter four times at speed or idle and then run fine. I had no other symptoms or issues out of the bike. Changed plugs just to be sure. Yesterday I went out to start it and it acted like the battery was dead. I didn't leave anything on and put a new lithium battery in it two weeks ago. I jumped it off and tried riding it around the lot and it started sputtering hard until it died. Ended up charging it over night. Checked it with a multimeter. 13.2V. Tried to start it. Acted like it had no power. Tried again. Nothing. Checked with the multi. 13.2V. It started up fine after that. Ran it around the lot. No issues. Shut it off. Started back up no problem. I went on about a 20 minute ride and then tested the battery with a multimeter. 13.2V. I have absolutely no idea what could be going on with the thing. Any clues? Suggestions?

I had a similar issue on my bike.  Bought used and it had the v&h fuelpak already installed.  If you watch this vid, at 3:10 the connector he used to splice into the tps wire actually cut through the wire but not all the way so it was hanging on by a thread and there was intermittent connectivity.  So one minute the bike would be fine, the next it would sputter.  IIRC I soldered the wire for a solid connection and that resolved my issue.  If that's not your issue I'd start w/ removing the fuelpak and see if that makes any difference.  13.2 v w/ the engine off is fine, you only need like 12.4 or so to start the bike so doesn't seem like it would be a charging issue.  You're saying it wouldn't crank at all that one time you tried to start it even w/ the battery at 13.2?

Iíll give that a shot. It does seem like an electrical issue somewhere. And yes, even with 13.2V on the multi it would act like it had absolutely no power.
